In my opinion, small hyper dogs are the most challenging dogs to own. But that's just me.

Default I reckon

any of the more independent natured dog breeds can be hard to work with, the ones that originally aren't bred for companion dogs but to perform some sort of task. Mainly the ones that were left on their own to perform their duty without much imput from their master. These breeds can seem to be less obediant, but they are just used to doing their own thing, dont always need their humans approval.

I have a hard time with Beagles, I can't house train them as easily as other dogs, don't know why either!

Yeah the working or herding groups can be hyper without proper exercise, but at least they try to do a job, I still say beagles, they live only for their noses! LOL
