You could have your vet try artificial insemination but unless he is a champion either in the show ring or some performance area and has had all his heatlh testing, I can't imagine why you would want to reproduce a dog that lacks libido ( the desire to mate).

No. You can't make him interested in breeding a female nor can you make a female breed. If she is not ready to receive a male, it won't happen. Why do you want to breed your dog anyway. There are too many animals in shelters that need homes and there are thousands of healthy animals who are euthanized each month because there aren't enough people to adopt them. Don't contribute to this problem. It is not a requirement for an animal to create a litter of pups/kittens. Neuter you dog asap. Direct your family and friends to adopt a pet from a shelter. If they want a pure bred there are plenty of pure bred rescue facilities that have animals in need of a home. Don't be another irresponsible back yard breeder!
