I'd suggest finding the best mutt to suit your needs at the pound, they have always seemed to be the best there.

I would suggest a shih-tzu. They are generally a 'people' breed and most of them seem to have good temprament. They are not aggresive and love to be cuddled. I luv my little guy - he's a very sweet dog.
