We had a Dauchsand when I was growing up. He was very friendly and loveable, easy around kids and of course, short-haired.

A border collie definitely does not sound like a good match! They need room to run, a job to do, and without those things they would not be good with kids. And they DO need grooming!

Finding a dog that doesn't need grooming is nearly impossible. Any of the terriers (such as the westie and cairn) need special "plucking" done to keep their coats in top shape. I'm not a big small dog person so can't speak from experience with most small breeds. If I WERE to suggest it would be a miniature poodle, but they require grooming.
