Papillons are actually a very intelligent breed generally not know for being yappy though they do make great little guard dogs. They are high energy and great at agility. It is best if they have a secured back yard to run freely in.
A velcro dog bred for companionship formerly known as the Continental Toy Spaniel, they are easily amused and bond easily. I would not recommend getting 2 especially from the same litter and boys at that. They do find with children of any age and generally take to children if raised with them. As puppies I usually recommend taking them with you to places so they can meet other people. Not having a dog park near should not stop you from getting a pup, just take the time to introduce to other people and dogs when the opportunity arises.
I breed Papillons and have 5 myself. If you do elect to get both, get them neutered as soon as your vet feels comfortable doing it. This will at least help with some of the potential issues of having 2 males let alone from the same litter.
