Default Newfoundland head poofs

We have two Newfoundlands. Cheesecake ( chocolate female) and O'Malley (landseer male). My question is this. Our brown newf doesn't have a poofy head. It's kind of smooth. She's 2 1/2 now and healthy. We figured she would grow into it but never did. And I mean it's normal. We've seen other newfs look the same. Our new male puppy O'Malley though has a very full head of hair, we were just curious why some have the "poof" and some dont.
