Smile puppy mill rescue

four weeks ago I adopted a 3.5 yr old male Skipperke who had been seized from a Missouri puppy mill. I knew he had behavior issues but I just thought it was only a matter of time to resolve them. We are stumped on a couple of behaviors and need some help. He has bonded to me but absolutely is terrified of my husband. He snarls at him but never tries to bite. Also we simply can't get him housetrained. He is very smart but doesn't seem to be able to differentiate between pottying in the house and outside. I keep belly bands on him in the house and take him out frequently and praise him and give him treats whenever he potties outside. Any suggestions for these behaviors? He is a doll and I love him to pieces already. His name is Taz by way since he's black like a Tasmanian devil and he's the devil to catch when he's running in the yard!
