Okay first, we need a bit more info. Your dog wakes you up, what do you do? My first thing would be take it out, make sure that is not the reason. Then, I would not, comfort the dog, that makes the whining a thing that is good.
So, your dog is whining because of more stuff going on outside, you wake up, and hate it, and then? What? If you want to fix a behavior, you have to give all the details, what happens, what you do, and the results.
