Nope. Why? because they cover up a problem, they don't solve it. If a dog is barking, it's barking for a reason. Dogs don't bark just for the heck of it, you need to get to the route of the problem and solve the problem, not the barking.
Some common reasons for barking it lack of exercise and boredom. If it is barking at humans, the dog could be insecure, in which case the dog needs more socialization and needs to be set straight (only bark at intruders etc).

I agree with Underdog. You need to hire a trainer to solve the problem not band-aid the barking with a bark collar.
