Exclamation Why did that dog try to pee on my dog?

Yesterday I had my dogs out playing at my grandparents. they have a dog and a fenced in yard. Its a chain link fence.

Well this male beagle was wandering around. And my male poodle started barking like mad and the kids next door were riding dirt bikes so I took my poodle inside and next thing I know my female terrier is up by the fence being all playful and boucying around trying to get the other dog to play (I don't think she realized there was a fence)

Well I didn't know this dog and I didn't know if he was up to date on shots so I headed over to get my dog away from the fence and next thing I know he lifts his leg and tries to pee on her. She backed up and he didn't get to.

Why would he try to pee on her?

Is it a dominance thing?

(he got the gate but my poodle came out and marked that back as his territory)

can a dog be dominant?
Very often owners of "Problem Dogs" tell me: he is dominant
But when you have a look at the declaration of dominance you can obviously see, that this is impossible.

Dominance means one individual requires all rights and liberties from another individual, what itself accepts this unlimitedly. Furthermore dominance is addicted to the situation and is relationship-specific, and not consistantly attached.

So we know, if we would like to speak about dominance, it is absolutely neccessary that B is willing to accept that A takes all its liberties and rights in special situations.
So: can you say your dog is dominant?
Is it really the case that the owner accepts pulling on the leash, is it ok for the owner when the dog shows aggressions against other dogs, or when the dog defends his food by using aggressions? No, he isn't willing to accept.
Beause the second part of the declaration is not fullfilled, we can not speak any longer about Dominance.

So what can we call it now? It is just the controll of essential ressources to survive.

The dog just wanted to show that everything belonges to him and that "everything" should enclude your bitch.

Dogs do not play, they provoke each other to know how far they can go and to train survival behaviour.
