The problem comes back to the fact both are puppies and don't care about training or people; they only want to play with eachother. The fact that you tell them no and put them on the potty mat obviously won't work; they've already soiled/wet the house! Why would they want to go on the mat right after that? The pulling on the lead is to do with them being puppies and wanting to play.
Potty training: Take them outside as you normally do, then when they come in the house with you, unclip their leads, set everything away, then take them out again. Sometimes puppies develop a habit of going outside, and weeing when they get inside. If you're still trying to potty-pad train them, take them outside, then as soon as you bring them back in place them on the potty training pad and make sure they wee and poo there. Taking them out separately will help a great deal.
Walking: I suggest you take one dog at a time, and then once their on-lead walks have been done, take them both out together and let them run in the park or wherever you normally go. When you take them separately you'll be able to get a little training in, too, so they're more likely to learn the Heel command. Make sure to take them out separately before together.
The playing on lead together will die down over time.
