Age of the dogs would be helpful. Also, are both intact?

Dont worry about this! Very common in puppies his age... I Highly doubt he is marking! Sometimes a puppies attention span is soooo short especially when outside. IMO they just cant focus long enough to fully relieve themselves when they are outside, there are sooo many new smells and sounds. So when they come back inside, they are comfortable and familiar then they realize "Oh, I still have to go".
What I normally recommend in these situations, that you find a boring area (corner of the yard or by a highwall)and just keep brining him there everytime he needs to go, and he will gradually be more inclined to relieve his full bladder. This spot will become so routine and familiar that there shouldnt be any reason to be distracted from this new habit.
For now, when he comes back inside, just crate him again for 5-10 minutes then bring him back out, or just keep him leashed with you for 5 minutes then take him back out the 2nd time.
Hope that helps
PS Dont ever punish him for an accident, just reward the heck out of him when he goes outside. And dont ever use the crate as a form of punishment

He is too young to be marking. This is an occurrence when at approx 6 to 7 months of age the hormones kick in. This is just being a puppy. How often does it occur when the weather is not cooperating, ie: rain or cold?
