Default can anyone explain this behaviour?

A few weeks ago, whilst walking my pup, a dog up ahead of us lay down on the sidewalk and when we got to this dog, it jumped up and jumped on mine and had him on his back in short order. Since then, a few times he has layed down, head to the ground and waited for the dog to arrive. He will do this with dogs he knows and then jump up to greet them when they get to him. I am not positive, but he seems to be more likely to do this when the approaching dog is really excited. They are also quite far from them when he does this.

Any idea of what is going through his head?

It sounds like the classic play position - head down, bottom up, "Plaaaay with me pleeeeeease!"

Play position, as was stated, or more likely a submissive position since it started with a dog showing dominance over your pup.

Definitely not a play bow. It is more like how a herding dog flattens themselves on the ground.
