If I were you I would work on training him to go to the loo outside, forget about paper training, it just means you have to train him twice. I know the weather in the Midlands is awful right now but you need to take him outside every hour at least, any time you see him sniff or circle the floor, after every nap, every meal. And make the toilet trips as boring as you can until he has been. Then act as though he is the cleverest dog on the planet. He is still very young so don't worry he will get there.

A new Puppy is a huge joy but a huge responsibility to make sure your puppy grows into a healthy and well-behaved adult dog. It seems that he's been getting some training according to what you've described about him. But keep up the training and fill yourself with a lot of patience. He'll make sure to shower you with lots of love!!
