Unhappy humping dog and aggression HELP

I am new and do I need some help. We have 2 doxies around 3yrs of age. We were unable to get anybody neutered do to a job loss about 2yrs ago. Long story short we have 2 mini's. One is about 7lbs the other is around 18lbs. The smaller one has always been a nervous dog. He would hump a little and it would go away. Then last week he would just not stop. The other larger dog got tired of it and bit him several time. We ended up have to go to the vet and get his ear stitched. We also had him neutered while he was there. He still and I mean STILL mounts the other dog. IS there anything we can do. We have squirted him with water timed him out in his cage. Anybody have any other ideas?

I bought an air horn. It scared the living daylights out of new guy. He kept trying to hump Porter. He hasn't since then. He is too terrified of the loud noise that happens when he tries to do that.
