Puppies, especially ones taken from their dams too early as this one will commonly sleep a lot. The restlessness can be attributed to nervous energy from not being with its litter mate during the remaining weaning process.

Potty training is best done by finding a feeding and outdoor routine and sticking to it. Feeding 2 or 3 times a day followed by approx 15 minutes then taking the dog out to go. Encouraging play helps stimulate their system and metabolism which helps get the pup to go.
As it ages, more time between and feeding and going out is not uncommon as it learns to control and regulate in a sense when it has to go.
Good luck.
