Red face Overly excited but Really submissive pup

We adopted our now 7 mo. old Italian greyhound/chihuaua puppy at about 8 weeks old and since she "graduated" from puppy school it seems like she has lost all confidence around other dogs (includong small dogs- she is 9lbs, and even younger puppies). But at the same time she gets hyper excited when she knows she is going to the dog park, to puppy school for "play time" and walking anywhere that isn't our house or the blocks we take walks on regularly. Then about 5 minutes of play she always goes into the submissive position, puts her head down, gets on her back, and after a while will "attempt" to play again but whenever engaged by another dog she will run to the nearest person sitting at the park and jump in their lap (anyone- not just familiar people).
All of the training tips I've read and things we worked with the trainer to address the issue(s) will either make her hyper excited side more excited or trigger very submissive behavior. I have not found anyone who has tips on addressing both without making one side worse. We walk her every day, let her have backyard time every day and take her to socialize with other dogs at least twice a week since she started training classes at 10 weeks. We know she was not abused as a puppy (just turned over to the shelter when the owner weaned the 3-puppy litter because she had no room for them) and was quite playful and engaging with people and other puppies when we first got her.
I can't tell if she is just overly attached to people affection or if it's mostly the issue of being over submissive around other dogs. Or both. She is never aggressive and will happily run and chase smaller dogs but is totally afraid of other "dog play". We do give her a lot of attention at home, reinforcing teaching commands with treats, positive reinforcement, playing with toys, and at home she would rather lay on a pillow or blanket than right on anyone's lap so I am stumped as to what her behavior problem could even be categorized as. We don't want her to be an anti social, indoor, alone dog - especially how overly excited she gets when we take her anywhere new (I know boredom can breed behavior problems).
Anyone have any insight into this seemingly contradictory behavior? It's been months now and she still gets so excited to play with the other dogs but when she really gets into it she just gets so shy...but it never stops her from trying to get to the park or puppy school as fast as she can, hopping around, smelling everything, greeting anyone (with a dog or not) within 5 feet of her etc. I would think if she was just afraid of dogs she wouldn't even want to go anymore but over 5 months of this and it hasn't changed.
If we address the excitement, she becomes even more skiddish and when we try to boost her confidence she just becomes over excited around people. I'd hate to have her always be like this but all I can seem to do now is keep exposing her to play and new places/dogs (which isn't getting any better as the months go by) and try to be as calm as possible when dealing with her hyper-ness. If there are any other things I can do to help her, I'd love to know
