You should have her checked by the vet because the first step is always to rule out health conditions that can be causing or emphasizing the aggression.
With that said, I would also keep them separated. If your older dog is not instigating the aggression in anyway, I would leash the younger one to you 24/7. any time she (younger) tenses when in the sight of the second, correct her then tell her what you WANT her to do. Only praise her when she is in the state of mind you want, not just when she obeys. If nothing works, you need an experience behaviorist or trainer who has had experience with aggression in dogs help you. Good luck!
Adding; if they aren't spayed you should have them both spayed, not only is it a good thing to spay but it will also help balance hormones & dominate temperaments
Adding again; work on keeping everyone on a strict schedule throughout the day. All the excitement and changes can cause anxiety in dogs. You need to get a good routine in the new house going and also re-establish what you expect in your home. Put ground work in and dedicate time to each dog on trainings and such. Also to help them rebond do walk them together. Make them work with eachother in controlled settings.

A rolled up newspaper can be an effective training tool when used properly. For instance, use the rolled-up newspaper if your dog chews up something inappropriate or has a housebreaking accident. Bring the dog over to the destroyed object (or mess), then take the rolled-up newspaper and hit yourself over the head as you repeat the phrase,"I FORGOT TO WATCH MY DOG, I FORGOT TO WATCH MY DOG!"
