Default Help! It's out of control!

To make a long story short, my schipperke is seven years old. He is a diabetic, and recently had cataracts surgery.

He was trained at a very young age, and before he had surgery he always listened, always came in when we called, and was completely housebroken.

But now, it's like he's reverted back to a puppy! I can't go anywhere without finding a mess he's made of a room. Mostly he'll just rip up garbage, or try to get very hard at any nearby food. Three times this week he's urinated on the floor, usually when someone is just watching him do it!
We thought he had a bladder problem, but the doctor said that he was just fine.

Is he doing this to get attention? Or is it just part of an aging dog's life?

We also have another dog, who is three years old and a German Shepard mix, but I don't think she's part of the problem...

Any advice?

Also.. he keeps... well.. licking things. I can't figure out why. When he's sitting on the couch he'll lick the couch. When he's sitting in my lap he'll lick my pants. I have in my lap now and he's trying to lick my office chair and the keyboard.

Default Argh!

He got out AGAIN today.

I looked out the window, and there he was, walking across the street to our neighbor's house! My mom went out to get him, and he came when she called him, getting shocked by the electric fence along the way.

This is driving me insane!
