Default 9 and a half week old Rottweiler Puppy "Nipping"

Hello All, I am new...I got my baby two and a half weeks ago at the age of 7 and a half weeks. He is doing wonderfully and loves to learn and play and is a big ol' cuddle machine. He knows Stay, Sit, Paw, Let Go, No, No Bite, No More{referring to treats or food}, ....when I call him, he comes. He is 99.9 percent going outside for potty.
The problem is, we have somebody staying with us, family member and she shows him lots of attention like the rest of the family does, always has, but he has "nips" at her and only her. He likes being held by her and is generally good, except for this one thing... I just do not know what to make of it. We tell him NO, or NO BITE and he stops momentarily, but then continues....and finally he stops and then he thinks I am mad at him and he pouts. This is a rottweiler pup.
Also, another thing to consider is : Our roommate had a rottweiler pup too, but she was nipping, growling, biting our roommate{her owner} so our roommate re-sold her rottweiler.... Is this something to do with the dog{s} disliking her for whatever reasoning....I just don't know what to make of it . Both of the puppies were less then nice with our roommate .
Any suggestions, opinions would be superbly and most appreciated. Thank you very much for your time

Re the nipping. Although this is typical puppy behavior, it should not be allowed to continue. I used the nose grab with my pup because he had this same problem for awhile. I would grab his nose, saying no, no. I would not release that nose until I got his attention.
By the way, my pup is now 2 1/2 and has not nipped in 2 years.

Since I posted my original message we have had little troubles with Cain now. Every now and again when we are playing with a toy of his, and he is excited, he accidentally will nip our hand, but realizes his mistake and gives "kisses". We were persistant and the "no" was not working so we tried "No bite" and held his mouth.... and it worked. Thanks for your reply, Joy
