Could it not be remedied surgically, assuming that the other testicle exists?

I'd take him to the vet, and talk to the breeder about it. Ask the breeder if there is a history of this in her studs, or the sires of her bitch (depending which she owned). I foster cared a husky who's testie would not descend. His adoptive parents had to spend a pretty penny getting him fixed. He was about a year when he went under for sugery, and it never came down on it's own.
If surgery happenes then, if my memory serves me right, then showing will not happen. I could be wrong, it's been years since I was in the ring.
On an up note, do you have a picture of your little boy?

We are the breeders, and yes have had this problem before, silly us sold the other male at 8 weeks and they were both down , we just prefered our boy. think you can do something surgicly but this is what makes the problem worse, they should'nt be bred from.Niether testicals are disapearing completely and are so close it is frustrating!

Do you have a breeder mentor that could help you? Maybe someone in your area kennle club that has had the same issue that you can talk to.
Say, are you USA-Midwest? I have friends in the Heart of America Boxer club.

Lay the dog on its back and gently massage and try to stretch the chord that is holding the testicle up. The chord is just a little short and needs help.
And no, you cannot show an altered dog.

11 weeks is young yet to panic.
While ideally we all want them down at this age, not always the case.
If the 2nd one is findable, then do the massage and wait.
If it indeed does not come down, than yes he would need altered.

As time goes on and the retained testicle does not descend, it would be in your little guy's best interest to have him neutered. Probably should consult with your vet on a time line. In cryptorchid dogs, the retained testicle has approx 10-13x greater chance of becoming neoplastic and a better chance (I don't know the percent) of torsion (and thus restricting blood flow). If it were my boxer, I would have concerns about the neoplasia since it is in fact a boxer.
