If it's an outside pet I'd suggest they have a bowel of water during the day if it's sunny or your not at home, yes. But indoor pets I think it's best to get them on a water and food routine.

Yes.They drink often and with water out they can drink when they need to.Water should be changed everyday.

Yes. if they are playing and get tried then it is there. sometimes if my dog is just sitting around she will still just go get water. I highly suggest having a BOWL out all of the time.

I would suggest you give a BOWL of water and not a "bowel". Perhaps you should look up the word "bowel". I have two bowls of water for my dog at all times as he drinks a lot and he's an inside dog.
