Default house training multiple dogs, not working

I have two males in the house, and one female.
The male shih tzu, I have trained, because I have had him for a long time.
But the terrier we just got is male, and a year old, and has no clue. What's worse, is when he pee's inside, it makes the dog I have house trained pee too, because he has to mark over his spots. It is proving to be really hard to train the terrier to even understand what a leash is. Even though he is a tiny dog, he has apparently spent the first year of his life running wild and free.

We bought a chainlink dog lot to put the untrained members of our family in.
The terrier and his female "wife". We set it up in front of the house, and a bear demolished it, thankfully before the dogs were in it. Where I live we have problems with bears and mountain lions, and the occasional wild cat, so I hate to keep a dog as small as a jack russel out side without it being 100% secure.

So I have had them in doors for a month now, and I take them out to the repaired kennel through the day, and back in at night before predators start hunting. At night, there are at least 3 puppy pads down, but there is always at least a few times at night that they pee on the carpet. If it's not caught, it begins to smell a lot like a gas station bathroom. So I am going crazy all the time taking care of dogs, and scrubbing carpet.

Being a savior of dogs is not easy.

It might be easier to train them if they are neutered. There wouldn't be so much marking and trying to be dominant, But my husband doesn't want any of that. I guess he associates his dogs testicles with his own. :-D

Hello, I am a professional dog trainer and the problem with the leash can be cured by tying your new member to a door, or something similar and this way the door does all the work for you and when you come to get hime you are the big hero, i have used this method in all of my training for the past 34 years, good luck ...
