Default Dog splays out

Maybe not the right word to use but I dont know how else to describe it.. My 12 year old English Springer Spaniel will splay out, that is he will fall to his belly with his legs extended out to the sides. Seems to be happening mostly on tile or linoleum floors, or places where he is nervous like the vets office, kennel etc.. He wont, or cant get up and generally has to be lifted to his feet..He is a bit overweight but not obese.
He gets around ok otherwise. Does anyone else's dog do this?

My friend's corgis have babies in her and she usually splays out and seemed so lazy. I never heard any problems with dogs doing that, maybe it's just a little behavior.

Question

My dog has a foot infection near the nail on one of her back feet. She has been to the vet twice and coming up on a third time. She has been on 2 antibiotics, anti-itch medicine and foot cream. She did lick it at first but now she doesn't but the swelling has not gone down. Her "pinky" nail is big and red around it and it seems the vets don't know what it is. Will this go away?
