Yes, it's true. Sort of. Dogs do have anal glands located just inside the anus. They secrete a very smelly liquid. Usually these glands (or more correctly sacs) express when the dog has a bowel movement, but not always, especially in small breeds. When they don't empty naturally they can cause a great deal of discomfort, and may get impacted/infected. The dog will "scoot" in an attempt to empty them. If they become really painful, the dog will get crabby about having the rear half of his body touched.
But anal sacs are not the only reason a dog may "scoot". Tapeworms can cause scooting. Allergies, particularly food allergies, can make the anus itchy, and cause scooting, too. But most of the time, it's the anal sacs.
