Most airlines transport two different ways, as cargo or in the cabin. When the dog is transported via cargo it means it is too large to take as carry on and therefore summer as well as winter months pose a problem. Did you specifically ask to carry the dog on and keep it with you in the cabin? Generally they specify a size of soft carrier that limits the dog size as it is placed under the seat. I would call and explain to them that you do not want the dog transported as cargo as it is small in size. With summer months, cargo transported dogs must be shipped in very early am direct flights or late evening direct flights when the temp is much lower. In winter it is more difficult as not all cargo holds are necessarily heated.
