I want to qualify this with I recognize I am not an expert, this is based off of personal experience, but have you tried using a small treat plus lots of praise for getting in the car? Like start with just getting him excited to go in and out of the car using rewards, then move toward longer times in the car? My pup was very fearful of leaving the apt and riding in, cars, elevators so I tried this and it worked, and now he is excited to go on 'trips'. I would just get him in the car, give him a treat, love on him for a few mins, then get out, just to get him comfortable.
