Wow, that can't be fun. Have you considered letting the big dog out first and making sure that he pees before putting the puppy out? You might want to crate the puppy in the house and so that you can go out with the older dog for a few minutes and then bring out the puppy.

Thanks ozzy, will give it a go, but knowing charlie he always has plenty in the tank (pee wise ) for fluffy the puppy!

will do, but i dont hold out much hope in solving it as i have searched the net, and asked other people but nothing seems to work. unless charlie will eventually stop doing it or fluffy the puppy wont allow him to mark him as he gets older.

Yea. I almost think this issue may resolve on its own, atleast for the most part, once the pup is older.

I was searching around the web for a solution to your problem and one site was talking about this kind of trouble. They said that the older dog was going to the spot where the younger dog had peed. The younger dog just had not moved. The owner watched for a few days and only time that the younger dog got marked was after he had peed and did not leave the spot quickly enough to get out of the way.
Just a thought
