Default shelter dog won't pee or poop outside

I just adopted two dogs fr the local shelter. They are 1 and 3 yrs. They are so good together but the 3 yr old will not poop outside....actually peeing is not so good either. She has not peed in the house yet but has pooped. I feel so bad for her because she must be uncomfortable. I have googled and read so many posts but still nothing is happeneing. How can I make my dog do her business outside?

Grab a lawn chair and a good book and wait until your dog goes. And then praise your doggie to the moon. And do not give your doggie any attention whatsoever until it goes outside. After that, play a game of fetch or something.

MY dog Mack was from a shelter and the flooring was concrete. They had a opening that went outside to another all concrete floor.
If your dog is use to going on concrete, then the grass may take awhile.
Just be patient and when the business is done outside, lots and lots of praise and throw in a few treats too.

This is what I'd do. Take your dogs outside and stay out until the one who doesn't like to pee outside has no choice but to go. Having the other one may help because if the non peer sees the other one go outside and gets loads of praise for it, the other one will catch on.

My little shorty JRT was paper trained at her breeders home and didn't know it was ok to pee on the grass until she saw my Border Collie X do it and get praised for it. Once she saw the older dog doing it, she followed suit.

I see this with dogs at our shelter all the time. Patients is the key.
Lawn chair and a book isn't a bad idea. Also, try taking some of the poop outside and "plant the scent". Doesn't always work, but I've seen it help.

Also, go back to basics and treat the dog like a puppy being house trained for the first time (for all you know this is the first time). Limit access in the house, watch for indicators (sniffing/hiding) and crate the dog appropriately.
