I read along those lines, after having learned about the new law. It's too bad but HOPEFULLY (always gotta hope) they will surprise everyone and reinforce it down the line. In any area changing the laws is the first step and actual reinforcement comes down the line. But it's a first step to actual change. Here's crossing our fingers (and paws!) that more countries will take real notice and follow Irelands example.

Very true but it has to start somewhere. It begins with one step. Looking at all injustices in even our own past, true progression happens slowly.

A rolled up newspaper can be an effective training tool when used properly. For instance, use the rolled-up newspaper if your dog chews up something inappropriate or has a housebreaking accident. Bring the dog over to the destroyed object (or mess), then take the rolled-up newspaper and hit yourself over the head as you repeat the phrase,"I FORGOT TO WATCH MY DOG, I FORGOT TO WATCH MY DOG!"
