I'd say one with hard bristols on one side and soft on the other for excess hair.

You should get a few things. A slicker brush is first. This is the brush with the metal bristles. This works best for dogs with medium to longer hair. Also, a comb to help get out snarls and matts. May i also reccomend this conditioner calls "The STUFF". I love this conditioner because it breaks up snarls and tangles and also makes their coat shiney and actually help repels dirt for longer than if you didnt use a conditioner. why not use flea and tick brush? this type of brush usually has tightly spaced teeth, good for grooming your pet. just a thought...

For Cocker Spaniels I use a Slicker Brush and Greyhound comb like 'Vixen_with_velocity' said but I'd also recommend a rubber curry for bath time and a de-matting tool like the Matbreaker. Regular brushing should keep bad knots and matts out but I have a love affair with my Matbreaker and its always being used the two grooming salons I work at. Its a great back-up tool for those times where it brushing just gets away from you (it happens  ) but I also find with my Golden Retriever that he sits in tree sap and it's impossible to get it out unless I bathe and shampoo him 6 times, this is where I use my Matbreaker. You should also have in your tool kit a nail clipper and if your planning to keep your Cocker longer, a Pin brush is great as it makes a good "in-between brushes" brush and wont break the hair shaft.

This is an old post - so you may not be reading this anymore . . . but just in case - here's my 2 cents.
IF your Cocker is to be a show dog, there are certain things that pet owners/groomers will use that you should avoid using if at all possible - among them is a matt breaker. Ideally, you should avoid pulling hair out of your dog. Daily brushing and coat conditioning is necssary to get that extra long show cocker coat. If you keep that up, matts should be minimized but in the case that you do have a matt, you should use your fingers to break up the matt instead of using a matt breaker.
Also, be very careful with the slicker. Never use a slicker brush on long hair! for the longer areas, use a pin brush without bobbles or a boar bristle brush like a Mason Pearson.
Never use a flea comb for anything other than removing fleas (which if you keep up your grooming regime shouldn't be a problem anyway). Those very close teeth will rip out hair. If you are going to use a comb, stick to something like a "greyhound" comb.

Depends upon what you're trying to do, specifically make the dog look good? Or remove shedable hair.
If the latter, have you tried a Furminator Brush? Have heard nothing but good about them.

For grooming a Cocker Spaniel, I suggest that you use a pin brush or wide toothed grooming comb. Start at at either the neck or the rump area.
