Dog grooming should be done when they are a puppy, so they get use to the idea. I suggest you take your dog for an hour walk the right way. You in front and the leader. By the time you get back your dog will be worn out and might be more receptive to your touch. If not, do it in baby steps. Pretend to groom, go through the motions without touch. Then little by little start to comb and for a few seconds. Increase the time and in a while you can matter the grooming of your dog.
Good luck.

that will surely be a big problem since it will make the task harder and chances of cutting your pet is higher... Like what the other member already told... grooming should start when they are still puppies so they will get used to the idea of grooming.

just dont give up
i recently rescued a dog which went mental every time she saw the brush going near her, but if you literally brush your dog every day whilst holding onto the collar so that every time your dog has a tantrum your keep hold untill they are calm and then you continue your dog will get it in the end, always give them a treat once you have finnished and they will realise that the shorter the time the hair brush takes the quicker they will get to the treat.
not ever giving up untill you are finnished will make the dog realise that there is no point to playing up anyway because they will be groomed regardless.
my dog was being groomed with ease within two weeks.
good luck
