Why don't you try using Shea Butter shampoo and a hydrocortisone cream. Check out my websiteDog grooming productsgoogleec233a40538beee6.html

How long has this been going on?
Is she chewing/licking the area?
Any diet changes?

It could be a number of reasons.
Allergies is the first thing that comes to mind. An allergy to fleas would have been top of the list but you say there are none. It could be a food allergy, try changing the diet and see if it clears up. The only way to tell for sure if it is an allergy is by taking her to the vet.
Hotspots (moist dermatitis) could also be a reason, they can appear suddenly and are the result of chewing and licking, they can become large red lesions in a very short time. Anti-inflammatories can be given by the vet to relieve the intense itching and to combat a secondary skin infection.
The inciting cause is usually an insect bite reaction though. Fleas, ticks and biting flies have been known to cause it as well as allergies again.

Flea and tick preventatives should be applied and proper bathing and grooming are your best defense against hotspots.

Check it out with your vet and let us know what is said.

My dog got these on occasion too. Looked so bad the vet thought she had mange, but turned out to be severe allergic reaction.

I have her on a skin/coat supplement (healthyfitpets.com) that has helped greatly (along with frequent baths to keep irritants at bay).
