Is this a deformity?

Hi folks,

I have never seen this before in any dog, it has been happening to Wiener for about 3 months, he will get in the humping mood and then before you know it he looks like this. It takes seconds to "appear" and up to a minute to disappear. He doesn't seem to be in any pain, though he whines while putting it back in his body. It doesn't happen often, and it lasts only a few minutes each time, but I was just wondering if anyone else had seen this, or knows if it's bad.
