Default No salt & not loaded in fat dog treat recipes

Question for you all! My mom's dog was just DX'd with Congestive Heart Failure and my mom is desperate to find recipes for dog treats that are SALT FREE and not loaded in FAT. She has 3 other dogs who get nightly bones (treats) and her other dog is not able to have any.

Any thoughts or ideas?
