Question skin problem?

Hi. I have a 5 month old border collie/blue heeler. She has a spot on the top of her shoulders that has thick scabby skin that clumps up her hair. This is the only spot she has it and it isn't weeping or bloody nor does it smell. It doesn't seem sore or itchy and her hair is still strong and healthy looking. It's just thick clumps of dry scabs below the hair. Any ideas of what this could be?

Have the vet look to be sure, but I doubt it's anything horribly serious. It sounds like either a bit of eczema, or even a bit of doggy acne.
