Dogs may lick, but that doesn't necessarily mean it's a good thing. If the surgery is recent, all that licking can delay healing, and can set him up for infection and some extreme swelling. If he still has sutures, he might rip them out.
If the surgery wasn't recent, and he's had his sutures out, he may be licking because of the internal sutures, which dissolve over time. And as they dissolve there can be some itching and irritation. Again, it can cause some swelling, which is uncomfortable, and will cause him to lick more.
Have your vet check him for any signs of infection. And if his sutures are out, you can try something like Bitter Apple, which tastes horrible, and will make many dogs stop licking.
