Default Scratching

I've had a mutt dog (no specific breed) since I was 18 and I'm now 30. He has always scratched the area on his back right in front of his tail. Never really thought anything of it but now he is whining when he does it but not a lot. I'm pretty sure it isn't fleas because I can't see any. So I'm thinking it might be nerves because of his age more so now then from before when he was younger.

So my question. Would anybody know of any treatment I can give him to stop or at least help him?

He's my best friend and I would love to help him while he is still kicking.

as dogs age they many times do naturally start to atrophy to some degree. When this happens, the spine does become less protected and nerves come closer to the skin. There is a chance this could be the problem but more often than not, when it is where you say it is we generally refer to this as a hot spot.
You can check you vet for medicated shampoo to ease this. Also, do not rule out fleas, this is the favorite place for them as it is generally hot and moist. I learned years ago, that just because I do not see them does not mean they are not there. Good Luck
