Default Dislocated hip & bone fracture

My little 1 year old Polo is a miniature poodle mix from the shelter.
When I got him 2 months ago, he was found to have a dislocated hip on his left back leg, although from the way he walked he looked like he was only limping a little bit. Then, he was taken to the vet and had surgery done.
A month ago I took him to the vet for recovery check-up. Vet x-rayed Polo and tole me he was doing great.
According to the vet's recommendation to re-hab Polo, I tried to force him to use his bad leg: such as force him to walk slowly (thus to walk, not hop), or let him walk (jump) through high grass (grass that are taller than him).
It has been another month and our poor little Polo is still using only three legs most of the time.
Now I start to wonder if this is normal at all.
Any opinions?

Have you tried a heated swimming pool? Not uncommon for dogs to favor a limb that has suffered an injury, even when there no longer be pain. Just the idea of pain will often cause this attitude. Try the pool, it may work great.

I agree with Yogi. Swimming is great for a dog that has leg and hip problems. If it's a small doggie, try the bathtub.
