It is most likely a hot spot and the vet has spray that will help with your dog's discomfort. It could be caused by allergies, probably food allergies. Make sure you are feeding dog food with no corn, wheat or soy in it. Those can cause allergies and hot spots in dogs. Some vets will suggest Science diet food. It also has mostly corn in it and wouldn't really help. Vets aren't nutritionists, so I never follow their advice on nutrition. Any brand of dog food sold at Wal-mart would not be acceptable because all of it is junk and has nothing but fillers.

If it's not getting better take it in to the vet to figure out what it is. She may need anti-biotic depending on what it is and how bad. There are also some home remedies that can help alleviate, but the first step is just diagnosing it if it continues.

Here some info to read up on here:
Itching--Hot Spots--Allergies
Ringworm--What it is/Some Things to do

You also might want to look into giving your dog more supplements depending on what's going on. Diet is important.

A rolled up newspaper can be an effective training tool when used properly. For instance, use the rolled-up newspaper if your dog chews up something inappropriate or has a housebreaking accident. Bring the dog over to the destroyed object (or mess), then take the rolled-up newspaper and hit yourself over the head as you repeat the phrase,"I FORGOT TO WATCH MY DOG, I FORGOT TO WATCH MY DOG!"
