If she has been checked by the vet and there are no underlying issues that prevent her eating the food then I would say make a decision and stick to it.
Scavenging has nothing to do with hunger. My dogs would leave their bowls and run to investigate if they thought there was anything better on offer if I dropped something while I was cooking.
Really you have two issues - one she doesn't want to eat the food she is given, and two, she needs to learn "Leave it!"
So far as feeding her is concerned I would start by offering half the amount that it recommends on the packet - none of my dogs eats as much as the recommended amount. Put it down, ignore her, and pick it up after 15 mins. If you want to you can offer it to her again at lunch time and in the evening. Make it as low key as you can - don't let her see that you are stressed by her reluctance to eat. Don't give her any snacks or treats and when she is hungry she will eat. A healthy dog will not starve if there is appropriate food available.
If you are really worried you could try mixing a tiny amount of something with it- she is much smaller than my dogs so I'm not sure how little would be little enough! When I get a new dog food for my three for the first few days I mix a couple of teaspoons of frozen free flow mince (raw) in with the dry food. It is impossible for them to get the mince without the dry food and it just sparks their interest - as a comparison for size my little dogs are a Jack Russell and a Patterdale and they are both on the small side for their breed but not of course as small as yours.
As for "Leave it" you might be best waiting until she has started eating properly so that you can use treats to reward her when she does as she is told.
