everytime she licks herself down there she starts chattering her teeth and flicking her tongue faster that anyhting, is this normal, can anyone advise me?
Is this her first time or has she been in heat before? I wouldn't really worry too much about it, unless her private area is red, swelling, discharging, or anything of the un-normal.

Yes, this can be normal in season behaviour. You need to ensure she has no access to the outside unsupervised, and get her speyed 3 months after she stops bleeding.
Yes it is seasonal behavior. My mom’s dog is a Japanese Spitz and is showing some things in her sofa. I know how you feel because it’s kind of weird for me, but they say it’s a natural thing for animal. Just keep her inside your house.
