Keep them seperated when you're not home.

When you ARE home, even if you have to sideline other activities, keep the dogs near you as much as you can.
any time you see the licking start, a calm but firm 'bark' should snap him out of it.--[no anger allowed]
then ignore them, as if nothing ever happened.
if the licking starts again, repeat the 'bark'

I agree. Spray something on the other dog's but so that when he licks it he get a repulsive taste in his mouth, although what could be more repulsive than the taste of... well, you know

You also may want to have a vet take a look and see if the other dog's butt may have some sort of infection or possibly an impacted anal gland. Is the dog scooting or showing any other synmtoms? The dog may be licking some sort of secretion of trying to heal it. Anyone else ever notice how dogs lick our wounds? Probably instinct.

I think spraying bitter apple on the other dogs butt is a great idea. However, you are still going to have to watch them carefully. This has become habitual and the taste of the bitter apple may not be enough to put the dog off if he's really determined. Perhaps, a pair of those doggy panties might help.

Yea, you never know if bitter aplle will be as effective as you would like it to be. Hell, Lucky enjoys the taste of other dog's poop

Not to mention that spraying the other dogs butt will also train the other dog not to clean himself...kind of a double edged sword there...
