Well if the dog feel uncomfortable, he could run from you..try feeding him, start out by putting food(or treats) on the ground. within some time, you should try letting him feed from your hand. While doing this, talk in a calm voice to the dog, the point of this is to try and bond a little. this trick is pretty effective if you do it right, me and my dad did it to tame a completely stray coyote. so, just try it and see if it works. while you are training it to stay still, i recommend making sure there is no way he can get out to the road, or out anywhere dangerous(kind of commen sense) but if it runs away there could be chance you never see it again

You need to train a really good recall. It iso ne of the most vital things you can teach your dog. How old is he? Does he have any other behaviour issues? How have you tried to train him so far?

Sorry, should have put more info. he is 3 years old.doesnt have a problem with us or being near us.he often gets something of mine when i leave and sits at window with it til i get home, he follows me around the house.the only other problem i have had with him is that when we take him for a ride in the car or on the back of our ute he sooks.but i have a feeling this may be "car sickness".

Have you tried keeping him on a long training lead?

Keep him on a lead. Is it running away out in the yard? If so that could be dangerous. Don't let your shi out without a lead until it learns good recall skills. Shih tzus are harder to train in general than most dogs. It could take 50 to 100 times of repetition for them to learn something where as it would only take a lab a few tries. Have patience and keep a lead on him.
