I think you have hit the nail on the head. Either he has been mistreated in his bed or maybe the man in the previous household was overly harsh towards him.
I think you have to allow him to set the pace, unless absolutely necessary don't approach him in his bed, call him to you instead, with a small treat, don't make eye contact and speak in a higher voice than normal. He'll soon realise that he is being treated lovingly. It won't happen overnight but it will be well worth the effort.
