At two months, this is a dominance issue not mating issue. Dogs often mount at this age to show dominance in pack. Common in puppies. I currently have 4 Miniature Pinscher pups that are 11 weeks and all of them do this including the female. No they are not trying to mate and no they are not sexual active at this age. It is inbred in the pack philosophy for them to express themselves and show pack leadership. This is just one of the ways this is done.
