You are quite right, puppies cannot be identified at such a tender age unless the breed is obvious, even then it is not certain in many cases.
They mean no harm and are not intentionally breaking the rules. They have acquired a lovely unidentified puppy and are simply asking the opinion of others as to what they "think" it may be. Sort of like bar chat.
I have had this problem twice over the years. I never had a clue what they were, neither had the Vet or anybody else, but we all took a stab at it and of course got it totally wrong.
Asking around is just trying to satisfy an intense feeling of wanting to know and naturally we ask other dog owners. Who else is there to ask ?
Inevitably these lovely puppies fall into that most common of all breeds - a WOTSIT.
