Did the breeder at least tell you the dog has issues with men? If not, what a bad breeder. They should at least set the dog up with someone who can help him work through his fears.
There seems to be a lot of threads on dogs being afraid of men lately. Let's face it, some men just seems scarier with their rougher exteriors and deeper voices.
You never know if the dog was abused or SIMPLY had a single instance that caused him to distrust something in a man, especially if they were in the midst of a fear stage, it can imprint on them deeper. In the end of the day, fear is fear no matter what it is directed at & needs to be resocialized to the trigger.

A rolled up newspaper can be an effective training tool when used properly. For instance, use the rolled-up newspaper if your dog chews up something inappropriate or has a housebreaking accident. Bring the dog over to the destroyed object (or mess), then take the rolled-up newspaper and hit yourself over the head as you repeat the phrase,"I FORGOT TO WATCH MY DOG, I FORGOT TO WATCH MY DOG!"
