Yes most of the time. Many of the dogs I have had this has helped but it depends on the situation on when they are doing this. Many times it will come out when they have a bowel movement and this should be expected. Although, generally it will reduce its tip poking out.

I don't think neutering him will help with that. My old dog was neutered and from time to time, he would pop out too. But neutering is always a good idea unless you have a purebred with excellent breed standards that you plan on showing.
