Unhappy Training An Older Puppy?

We were so very fortunate to get a FREE dog recently..not just any dog..but a full blooded Scottish Terrier. We jumped at that of course!
October is his 1 year birthday. Now we have another dog that we have few problems with, every once in awhile he does have an accident if we're gone too long but that is understandable.
We live in an apartment, but we have a large back patio area, with grass and dirt for business. Our bigger dog goes out there and will ONLY do his business out there...we take him for walks sometimes but he never does anything just runs around all crazy.
But the Scotty will NOT do business in the backyard when we put him out..every once in awhile he will, but I think he's just too dang picky. I walk him when I can but I work a lot so it's hard.
Is there any way to get him to go potty out back like our other dog? They get along great and everything...so I don't think its a territory issue..that and the tiny scotty is head dog compared to our bigger dog which is funny...

Do those nappy pads or wet pads work with older dogs? I've never had to repaper train a dog but that is MUCH more preferred to him just pooping or peeing on the carpet.
